This is also the approach the Open Charge Alliance relies on as a Golden System under Test for its OCTT compliance tool. The same setup lets anyone build digital replicas of their real in-field charger parks and run detailed tests virtually. The blind spot between OCPP and ISO 15118 isn't theoretical: SLAC, SDP, certificate handshakes and protocol-state diagnostics still live outside OCPP's reach, leaving CPOs stuck with vendor lock-in and packet captures whenever EV-charger interop breaks. Achim Friedland (GraphDefined GmbH) proposes exposing that hidden layer through OCPP's Device Model instead — a standardized, auditable diagnostic path that NIS2's incident-response requirements will soon make non-optional.
OCPP and ISO 15118 are often presented as complementary building blocks of the smart charging ecosystem: ISO 15118 for EV-to-charger communication and OCPP for charger-to-backend operation, monitoring, and control. In practice, however, there is still a significant operational gap between both worlds. Even with OCPP v2.1, only selected ISO 15118 data structures are transported through OCPP. The remaining operational aspects of ISO 15118 including SLAC, SDP, low-level communication setup, certificate-handling details, and protocol-state diagnostics remain largely invisible to OCPP. As a result, they cannot be configured, monitored, managed, or live-debugged from the CSMS side in a standardized way. Interoperability issues between EVs and charging stations are difficult to diagnose. Security-relevant anomalies are hard to distinguish from harmless protocol failures. Manufacturers, operators, roaming platforms, and service providers often lack a shared, standardized view of what actually happened during the ISO 15118 session setup. As a result, debugging remains vendor-specific, slow, expensive, and often dependent on local packet captures or proprietary support access. This gap may become a serious operational and compliance issue for CPOs under the NIS2 regime. Operators are increasingly expected to understand, monitor, and secure the full lifecycle of their critical infrastructure, including failure analysis, incident response, evidence collection, and supplier-dependent remote access paths. If key ISO 15118 functions remain hidden behind vendor-specific implementations, CPOs may struggle to demonstrate effective control over security-relevant charging processes at scale. The session proposes an approach for securely exposing ISO 15118 operational state, diagnostics, and selected live-debugging capabilities through OCPP, its Device Model and some extensions. The goal is not just to tunnel arbitrary low-level traffic and by this to create new backdoors, but to define controlled, role-based, auditable, and privacy-aware management interfaces for ISO 15118 components. Large-scale smart charging will only work if the ecosystem can operate, diagnose, and secure complex multi-protocol deployments across organizational boundaries. Open standards must not stop at the happy path. They also need to cover failure analysis, security monitoring, remote diagnostics, and lifecycle management.

ISO 15118-20 mandates mutual TLS 1.3 for every charging session, with OCSP on both sides, and AFIR makes that binding for new and renovated public chargers from January 2027. That is the right direction: authenticated, encrypted communication stops being an add-on and becomes the baseline. It also means TLS is now a first-class interoperability surface, and much of the industry is meeting it for the first time. Hubject sees that surface from an unusual position — operating the PKI the ecosystem trusts, running interoperability projects with OEMs, charger manufacturers and CPOs, and running the “EVSE_CHECK_ISO2_PNC” certification programme. What that perspective keeps showing is that the failures sit in TLS and certificate handling far more often than in application logic. This session shares that catalogue as the questions implementers keep asking, and the answers testing gives. Can ISO 15118-20 certificate management be handled over OCPP 1.6? Do SECP256R1 certificates work in a -20 session? How do you handle private and public PKIs simultaneously? How many root certificates must be maintained in each trust store? A lot of upcoming interoperability issues can already be foreseen — let's stop them before they spread. For developers, testers and architects on either side of the connector — so the ecosystem doesn't rediscover the same handshake failures charger by charger, EV by EV.

Yet most platforms still handle OCPP through custom gateways and closed middleware, so every manufacturer, CPO, and CSMS provider rebuilds and maintains the same integration layer alone. We took a different route: we made OCPP a native protocol of RabbitMQ. Starting from the battle-tested architecture of RabbitMQ's Web MQTT plugin scalling to millions of connections (one can read read their blog post about MQTT), our open-source plugin lets EV chargers connect directly to the broker, with OCPP messages translated and exposed natively over AMQP. Backend services in any programming language simply consume from queues — inheriting RabbitMQ's routing, mutual TLS, monitoring, and horizontal scalability without another proprietary gateway in the middle. This session shares what we learned building the plugin in Erlang: adapting an existing protocol plugin, handling connection deduplication across a cluster, terminating mutual TLS for OCPP Security Profile 3 why BEAM-style concurrency is a natural fit for fleets of devices that never disconnect and how to undergo OCA certification for it. We will show how the architecture supports real charging workloads — including integrating multiple variables like the day-ahead price, weather and sun, grid signals and user departure schedule, naturally fitting inside a message broker. The connection to this year's theme is clear: an open smart charging ecosystem cannot scale if the foundational OCPP layer is not distributed. By moving charger connectivity into proven open-source messaging infrastructure, this project offers a reusable, secure, certifiable, vendor-neutral foundation that hardware manufacturers, CPOs, CSMS providers, and energy companies can build on.

A group of 13 scientific institution and industrial partners is preparing for a full scale demonstration in 2028. This demonstrator should show the feasibility of fully localized and renewable energy sources for electro-mobility, thereby fully de-coupling the most common mobility needs from the energy grid. The project aims to enable this technology for public and semi-public proliferation, at shopping centers, railway station, and public parking facilities, as well as for employee parking at larger companies. Through modularization and cost driven architecture, the system should bring us very close to equip each parking slot with a cost efficient BEV charging option. Advanced, self-learning and need driven power distribution algorithms will charge BEV’S within the boundary conditions of renewable energy, while still satisfying the customer requirements.

Vampire.Energy's answer is architectural rather than incremental — reimplementing OCPP as a native RabbitMQ protocol in Erlang, so chargers speak directly to a battle-tested broker instead of a proprietary gateway. Worth watching for anyone betting that V2G and price-responsive charging will need connectivity infrastructure that's open, certifiable, and doesn't buckle at a million devices.
Every big CPO deployment — with smart charging, roaming, price-responsive scheduling, dynamic load management, and soon V2G — is, underneath, a messaging problem: hundreds of thousands of chargers holding persistent connections, with control messages that must reach entire fleets reliably and within seconds when energy prices or grid signals change. Yet most platforms still handle OCPP through custom gateways and closed middleware, so every manufacturer, CPO, and CSMS provider rebuilds and maintains the same integration layer alone. We took a different route: we made OCPP a native protocol of RabbitMQ. Starting from the battle-tested architecture of RabbitMQ's Web MQTT plugin scalling to millions of connections (one can read read their blog post about MQTT), our open-source plugin lets EV chargers connect directly to the broker, with OCPP messages translated and exposed natively over AMQP. Backend services in any programming language simply consume from queues — inheriting RabbitMQ's routing, mutual TLS, monitoring, and horizontal scalability without another proprietary gateway in the middle. This session shares what we learned building the plugin in Erlang: adapting an existing protocol plugin, handling connection deduplication across a cluster, terminating mutual TLS for OCPP Security Profile 3 why BEAM-style concurrency is a natural fit for fleets of devices that never disconnect and how to undergo OCA certification for it. We will show how the architecture supports real charging workloads — including integrating multiple variables like the day-ahead price, weather and sun, grid signals and user departure schedule, naturally fitting inside a message broker. The connection to this year's theme is clear: an open smart charging ecosystem cannot scale if the foundational OCPP layer is not distributed. By moving charger connectivity into proven open-source messaging infrastructure, this project offers a reusable, secure, certifiable, vendor-neutral foundation that hardware manufacturers, CPOs, CSMS providers, and energy companies can build on.
